Bill R. Roulette, M.A., RPA, is the President and Principal Investigator of AAR.  He is a qualified archaeologist meeting all of the requirements of the Secretary of the Interior’s professional qualification standards.  Mr. Roulette has been an archaeologist for 26 years with more than 20 years of experience as a manager of archaeological projects working with a wide variety of state and federal cultural resource regulations.  Prior to founding AAR, Mr. Roulette was a project-level archaeologist for cultural resource management companies in Alexandria, Virginia, West Chester, Pennsylvania, and Portland, Oregon.  He is thoroughly versed in the history and prehistory of the Pacific Northwest and has extensive experience in all phases of archaeological research and fieldwork including background documentary and cartographic research, archaeological survey and excavation techniques, and analysis of archaeological data.  Mr. Roulette has a thorough knowledge of state and local cultural resource ordinances and has had formal training in Section 106 compliance.  He has written or co-authored more than 1,000 technical reports.
